The Auckland-Manukau Eastern Transport Initiative (AMETI) is for people first.

It is  an integrated passenger transport programme and a:
  • catalyst for a cohesive blueprint for urban growth and improvement
  • traffic rationalisation project, so that buses take priority and heavy traffic is re-routed away from suburban areas
  • way to achieve much improved vehicle flows – passenger transport first, followed by private vehicles
  • way to deliver tens of thousands more passengers to their destinations via passenger transport
  • means of helping ensure practical timetabling so that buses meet trains, allowing people to switch transport
  • facilitator of connections to community amenities including schools and playing fields
  • means of providing more pleasant streets and more pleasant areas to live and work

What will AMETI potentially achieve if fully implemented?

  • A reduction in general vehicle travel of 14,000 trips in the morning peak period (and an increase in passenger transport).
  • A 400 per cent increase in the numbers of people currently using passenger transport in the area.
  • An increase in the numbers of people using passenger transport in the morning peak by 16,000 trips, with 250 buses per hour during peak times.
  • Peak hourly bus flows across the Tamaki of 39 per hour in peak direction and 16 in the counter direction.
  • 30,000 vehicles removed per day from the Panmure town centre, making it more pleasant and easier to walk in
  • 23,000 vehicles per day removed from Pakuranga Road outside the Pakuranga town centre
  • A 160 per cent increase in walking and cycling in the area, with 11,000 more trips taken by cyclists in the morning peak period.
  • Most likely $4 billion added to New Zealand’s GDP per year by 2030, much because of the improved accessibility to and through Auckland’s east.
  • A lower growth rate of cars in the area (though still more cars), higher uptake of passenger transport, more walking and cycling.
  • For most routes in the area, significant travel time savings.  Passenger transport on Ti Rakau Drive and Mt Wellington Highway will flow largely unimpeded, therefore saving travel time for passengers in the order of five to 10 minutes during peak periods.
  • Traffic will be able to travel along Ti Rakau Drive without intersections. An intersection free route from Pakuranga town centre to the southern motorway will take seven minutes off the journey time, and increase average speed from 30km/h to 54km/h
If AMETI is fully implemented, the experience of workers and residents in the area will improve.  Potentially there will be:
  • A greatly improved pedestrian environment because of better walking conditions and lower vehicular traffic counts.
  • Buses and bus lanes that flow from Manukau city to Auckland CBD – a key passenger transport link into the city.
  • Choice for pedestrians of either the Pakuranga or Panmure bridges to walk on.
  • Cyclists will have more routes with less vehicle traffic.  Cycle lanes are proposed for Mt Wellington Highway and the new Pakuranga Bridge. 
  • Bus priority lanes, with more peak hour bus traffic.  This will give bus passengers faster and more reliable journeys.
  • New bus stations at Panmure, Pakuranga and Sylvia Park.
  • With new rail stations at Panmure and Sylvia Park, the rail network will continue to provide rapid transit for passenger transport within the AMETI area.
  • Better flows of traffic for private vehicles.
